Welcome back, let’s Build Smart & Build Safe! We are closing out our Competent Person week by focusing on the ultimate high-angle responsibility: The Fall Protection Competent Person. Under Subpart M, managing fall hazards requires far more than handing a worker a harness and telling them to tie off to a steel beam. High-angle work involves exact structural mathematics, fall distance calculations, and immediate emergency logistics. When a worker steps up to a leading edge, the designated Fall Protection Competent Person is responsible for ensuring that every component of that tie-off system will perform flawlessly under dynamic impact loads.

The Three Critical Pillars of Fall Competency

A designated Competent Person for Fall Protection must evaluate and sign off on three critical technical elements before anyone clips in:

1. Non-Certified Anchorages

OSHA requires that non-certified anchorages used for personal fall arrest systems be capable of supporting at least 5,000 lbs (22.2 kN) per employee attached, or be designed, installed, and used as part of a complete engineered system maintaining a safety factor of at least 2:1 under the supervision of a qualified person. A Competent Person does not guess if an anchor holds; they inspect the structural member, structural welds, bolt torque, and orientation to ensure it will not fail under impact loading.

2. Total Fall Clearance Calculation

Tying off is useless if your lanyard deploys and you hit the concrete deck below before the shock absorber stops your fall. The Fall Protection Competent Person must calculate total required clearance distance prior to work starting:

C=L+D+H+S

  • Lanyard Length (L): Typically 6 ft.

  • Deceleration Distance (D): Up to 3.5 ft for shock-pack deployment.

  • Worker Height (H): Distance from D-ring to boots, typically assumed at 5 ft to 6 ft.

  • Safety Factor (S): A mandatory minimum 2 ft buffer from the lower level.

  • Total Clearance (C): In many standard setups, a 6-foot web lanyard requires at least 17.5 feet of clearance below the anchor point. If you only have 12 feet of clearance, the Competent Person must switch the crew to a Self-Retracting Lifeline (SRL).

3. Active, Written Rescue Plans

Prompt rescue is a non-negotiable safety requirement. If a worker falls and hangs suspended in a harness, suspension trauma can cause blood pooling in the legs, leading to unconsciousness, kidney failure, or death in as little as 15 minutes. The Competent Person must ensure a written, site-specific Rescue Plan is active and that rescue equipment (such as extension poles, self-rescue ladders, or elevated lift gear) is physically present on site before anyone works at height.

Implementation: The Friday High-Angle Verification

Before your crews clip in or work near an unprotected perimeter this morning:

  1. Verify Every Anchor Point: Inspect all designated anchorages. Ensure no worker is tying off to electrical conduit, guardrails, fire sprinkler lines, or unanchored plumbing pipes.

  2. Calculate Working Clearance: Check the actual distance from the working deck to the obstruction or floor below. If the fall clearance is less than 17.5 feet, swap out standard 6-foot shock-absorbing lanyards for class-rated SRLs.

  3. Audit Rescue Readiness: Confirm that the site rescue kit is staged on the floor where high-angle work is occurring and that a designated operator is trained to use the rescue equipment if an event occurs.
