The Competent Person
Welcome back, let’s Build Smart & Build Safe! Yesterday, we discussed the physics of soil weight. Today, we talk about the "Gatekeeper." In the world of excavation, there is one person who holds the ultimate authority over whether a trench is a work zone or a "No-Go" zone: The Competent Person. Some may treat this as a title on a piece of paper. We treat it as a critical safety check that must happen before a single boot touches the bottom of the hole.
More Than Just an Inspection
The Competent Person isn't just someone who "looks" at the hole. They are trained to identify existing and predictable hazards and have the immediate authority to stop work and evacuate the trench.
The Daily Checklist: A trench changes every hour. Sun dries out the walls, rain softens the floor, and nearby equipment creates vibration. The Competent Person must inspect the excavation at the start of every shift and after any "event" (like a rainstorm or a vibration increase).
Soil Classification: Not all dirt is created equal. The Competent Person classifies the soil (Type A, B, or C) to determine exactly what kind of sloping or shielding is required. If the soil hasn't been tested, we must treat it as Type C—the most dangerous and unstable.
Monitoring the Atmosphere: If a trench is deep or near a utility line, the Competent Person is also checking for "bad air" (low oxygen or hazardous gases). If the air isn't right, the hole doesn't open.
The Worker’s Right to Know
You are not expected to be an expert in soil mechanics, but you are expected to be an active participant in your own safety.
Ask the Question: Before you enter a trench, you have the right to ask: "Has the Competent Person signed off on this hole today?" If the answer is "I think so" or "We’ll do it later," you stay on the surface.
Report the Change: If you are in a trench and you notice water seeping in, dirt "sloughing" off the walls, or a change in the soil color, tell the Competent Person immediately. They can only manage the hazards they see.
Respect the "Stop": If the Competent Person tells everyone to exit the trench, move quickly. They aren't trying to slow down production; they are responding to a sign of instability that you might not be able to see from the bottom.
Implementation: The Morning Handshake
Before you head down the ladder today:
Confirm the Inspection: Ensure the daily inspection log is updated and the Competent Person has walked the perimeter.
Verify the Protection: Look at the system in place (the box, the shores, or the slope). Does it match what the Competent Person required for this specific soil type?
Stay Within the System: If we are using a trench box, your work must stay inside the box. Stepping outside the protected area—even for a second—is stepping into a "Line of Fire."
